The California Water, Wastewater, and Energy Workforce Development Program is a statewide workforce development program focused on diversity, equity, and inclusion. The goal of the program is to develop trained workers who will secure jobs in the publicly-owned utility, water and wastewater industry throughout California. The program will create a resilient workforce pipeline for underrepresented populations and industry partnerships to ensure ongoing placement of trained workers in industry jobs.
The California Water, Wastewater, and Energy Workforce Development Program was created in 2023 through a $4 million grant from the California Workforce Development Board’s (CWDB) High Road Training Partnership (HRTP) Program.
In 2023-24, the program issued competitive solicitations for utility worker training providers and programs, and for the management of a new regional pilot program in Southern California designed to train and place new workers into utility careers.
The California Water Wastewater & Energy Workforce Development Program is administered by the California Municipal Utilities Association (CMUA) and a broad coalition of partners.
